I'm not for certain, but I think it could be a story by ChaoticReverie called A Taste of Perfection (rated MA). I definitely remember him telling Kagome those specific rules you stated.

So, what I remember is Sesshoumaru makes a deal with Kagome that he won't take Inuyasha sword as long as she sleeps with him. Because of this he ends up traveling with the group to get his rutting on with her constantly.

One of the things I remember is he laid down some rules, like no exposing your neck, and no bathing him as this was meant for mates only.

Eventually he falls for her and it becomes more about him courting her. And Inuyasha gets jealous too.

Anyone know the name or author?
