Oh the only fic I know that has Sesshy as a merman and him being captured, not sure if this one is by Naraku, is Into the Blue by Trouble in Shangrila

There is Blood in the Water by Starfyre  (rated MA) this is not finished and there is no Naraku, but there is war going on with the focus of capturing Sesshoumaru
